Government Policies and Legal Frameworks Supporting AI Industry in Taiwan

The government of Taiwan is taking proactive steps to support the AI industry, with a focus on promoting industrial development through policy measures and legal frameworks. In the latter half of 2024, the National Science and Technology Council (NSTC) introduced the draft AI Basic Act, which was submitted to the Executive Yuan for review in early 2025.

In addition to this, Taiwan has also amended laws to address AI-driven fraud, deepfake activities, and election manipulation. The government is planning to enact new legislation on data governance and open data to address the data-driven characteristics of AI.

The government’s initiatives include supporting the development of professional AI chips, AI hardware, and large-scale language models to promote comprehensive growth in AI research and applications. The manufacturing, finance, healthcare, agriculture, and retail sectors are encouraged to integrate AI for digital transformation.

Key measures include the launch of the Befriended with AI education program to boost AI literacy, the establishment of the AI on Chip Taiwan Alliance to support cutting-edge AI chip technology, and the collaboration with the private sector to develop TAIWANIA 2, a supercomputer dedicated to AI.

Furthermore, the government is addressing legal challenges related to AI, such as fraud and deepfake activities. Amendments have been made to various laws to prevent the misuse of AI technology for fraudulent purposes. The government is also drafting new legislation on data governance and data innovation to ensure the responsible use of data in AI applications.

Overall, Taiwan is diligently building a comprehensive policy and legal framework around AI, showcasing its commitment to advancing into the AI era and solidifying its position in the global AI landscape.
